On 19 June 2019, the EU – Viet Nam Energy Facility (EVEF) launched the first call for Expression of Interest (EOI) for Technical Assistance under its Sub-component 1B, which aims to provide technical assistance to non-MOIT stakeholders: Ministries and public institutions at the national and provincial level, stakeholders from the private sector, as well as higher education and research institutions and civil society.
The thematic focus area of the first call for EOI was “Information Matters – Improving Public Knowledge and Policy Dialogue on Renewable Energy and Energy Efficiency”.
By the deadline for EOI Submission on 14 August 2019, the EVEF team received a total of 14 EOIs from Government Ministries, Agencies of the Communist Party of Viet Nam, Provincial Governments, as well as from private stakeholders, universities, and civil society organizations.
The evaluation of the EOIs was carried out from 19-30 August 2019 by an expert evaluation panel. The Panel submitted an evaluation report to the Delegation of the European Union (EUD) to Viet Nam, recommending the allocation of technical assistance to the four (4) best ranking projects. After review, the EUD provided no objection to this recommendation.
The four (4) Projects selected for technical assistance are:
1. Center for Regional and Urban Studies: Strengthening the role of media in engaging policymakers, the private sector, and the public to promote sustainable energy in Ho Chi Minh City
2. Central Propaganda and Training Commission of the Communist Party of Viet Nam: Capacity building for officials at all levels in the area of information and guidance for communication on the development of renewable energy in Viet Nam
3. Committee for Science, Technology, and Environment of the National Assembly: Support to build capacity in inspection, monitoring implementation of policies promoting Renewable Energy in Viet Nam
4. Central Economic Committee of the Communist Party of Viet Nam: Study to inform the development of energy infrastructure and efficient and sustainable energy transition for socio-economic development in Viet Nam
All applicants have been contacted and informed about the outcome of the evaluation process. The Technical Assistance will be implemented in 2020.
