Signing ceremony “Building capacity of propaganda and education officials at all levels to effectively disseminate the information and promote the development of renewable energy and energy efficiency in Viet Nam”

On November 12th, 2020, in Ha Noi, the EU – Viet Nam Energy Facility (EVEF) and the Central Committee’s Commission for Publicity and Education (CCCPE) signed an agreement to implement the Project on Building capacity of propaganda and education officials at all levels to effectively disseminate the information and promote the development of renewable energy and energy efficiency in Viet Nam”. This technical assistance is under sub-component 1B of the EVEF project. The signing ceremony was held with the participation of Mr. Nguyen Hong Dien – member of the Party’s Central Committee, Vice Chairman of the Central Committee’s Commission for Publicity and Education, H.E. Mr. Giorgio Aliberti – European Union Ambassador to Viet Nam, Ms. Regina Ecker – Country Director of GIZ Viet Nam, and Mr. Sven Ernedal – Director of the EVEF project and project staffs.

The technical assistance project is developed to improve awareness, knowledge, and skills of local and central propaganda officials, reporters, and propagandists with regard to potential, advantages and capabilities of developing renewable energy (RE) and energy efficiency (EE) in Viet Nam, thereby helping them to provide better consultancy to the Party’s committees and leaders at all levels in orienting and propagandizing information about RE and EE in provinces and units. Tentatively, the project will carry out 3 training courses for 700-750 propaganda officials, reporters and propagandists of 63 provinces/cities.

Mr. Nguyen Hong Dien – Vice Chairman of the Central Committee’s Commission for Publicity and Education shared at the signing ceremony that the development of RE and EE was an irreversable trend of Viet Nam and the world. The Party and the State of Viet Nam had promulgated many policies to promote the trend in Viet Nam. On behalf of leaders of the Central Committee’s Commission for Publicity and Education, he extended his sincere thanks to international organizations, the European Union (EU), the Federal Ministry of Economic Cooperation and Development (BMZ), and the German Development Cooperation Agency (GIZ) for cooperating with and providing support to Viet Nam in the socio-economic development, especially in the promotion of RE development in Viet Nam. He also commits to closely collaborating with the project to successfully organize 03 training courses for propaganda officials at all levels so that they will be the key force to disseminate knowledge to improve the awareness of officials, Party’s members and people of RE and EE.   

H.E. Giorgio Aliberti – European Union  Ambassador to Viet Nam affirmed EU’s commitments: “Energy is one of the key sectors of close cooperation between the European Union and Viet Nam, particularly in the areas of energy access, energy efficiency and renewable energy. Besides energy sector policy dialogue, technical assistance and support for energy investments, the EU is providing a grant of up to EUR 250 million to support a more sustainable energy development in Viet Nam. We are happy to witness the rapid development of Viet Nam’s energy sector, which is among the most noticeable success stories in the developing world. Today’s project document signing ceremony takes place at the right time. I believe that with Viet Nam’s great potential for renewable energy development and energy efficiency and the great commitment and good will of Viet Nam, the sustainable energy transition can happen. The EU remains fully committed to support sustainable energy development in Viet Nam.

Ms. Regina Ecker – Country Director of GIZ Viet Nam also emphasized: “I would like to reiterate our strong commitment to work with the Central Committee’s Commission for Publicity and Education in the spirit of cooperation and partnership to successfully implement the project.”

Mr. Sven Ernedal – Project Director of EVEF project is looking forward to this opportunity to cooperate with Central Committee’s Commission for Publicity and Education: “This technical assistance can contribute to providing qualified human resource for sustainable development of energy sector in Viet Nam who can help the Party to translate orientation policies into concrete actions and as a result in real benefits, such as green investment, new job opportunities and improved livelihood of the citizen. I strongly believe this cooperation and exchange with the Central Committee’s Commission for Publicity and Education will be a great success and will support the development towards a sustainable energy sector in Viet Nam.”

The signing ceremony successfully came to an end, ushering in the prospect of close and effective cooperation between the Central Committee’s Commission for Publicity and Education and international organizations in fostering the development of RE and EE in Viet Nam in the future.
