As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ 4E project supports the MOIT in two areas: Renewable Energy (RE) and Energy Efficiency (EE). The 4E project is looking for local consulting unit(s) (including experts for: 1 team leader and at least 1 team member) to conduct the Regulatory Impact Assessment (RIA) for the Lifelong Learning (LLL) concept for energy managers and energy auditors (RIA for LLL).

Therefore, GIZ Hanoi Office is conducting a public tender to seek qualified Local Consulting Unit(s) (here after called as LCU) to carry related tasks as below:

  1. Tentative timeframe of the assignment: tentatively start from 15th September 2021 until 30th November 2021
  2. Place of Assignment: Mainly in Ha Noi, Ho Chi Minh, Da Nang and other provinces
  3. LCU’s mandays: up to 72 mandays
  4. Requirements: The selected LCU will be contracted to implement the RIA for LLL. They are expected to have extensive expertise and experience in energy sector or policy impact assessment sector. One expert in the team will serve as the team leader and be responsible for overall coordination and consolidated reporting.

Interested Local Consulting Unit(s) should send an expression of interest containing:

  1. Letter of interest (with director’s signature and company stamp)
  2. Unit profile (incl. Business license (for firm) or Decision of establishment (for association), tax code registration, organisational chart, summary of experience in energy sector or policy impact assessment sector
  3. Audited financial report of the last 3 years (for firm)
  4. Consortium (if at least 2 units join the assignment): Consortium contract and nomination of consortium leader
