Sub-component 1B of the EU – Vietnam Energy Facility (EVEF) implemented by GIZ is a Technical Assistance Facility that aims at supporting non-MOIT energy sector stakeholders in improving the regulatory framework, in strengthening their capacities, and in fostering technology transfer to provide an enabling environment for public and private sector investments in Renewable Energy (RE) and Energy Efficiency (EE) infrastructure in Viet Nam. The Central Committee’s Commission for Publicity and Education (CCCPE)’s proposal on “Building capacity of propaganda and education officials at all levels to effectively disseminate information and promote the development of renewable energy and energy efficiency in Viet Nam” has been selected to receive support under Sub-component 1B of the EVEF.
Against this background the project is looking for local consulting firm(s) (including 3 experts for 3 positions: Renewable Energy, Energy Efficiency and PR&Communication) to develop overall training plan as well as training agenda and materials, conduct training courses and evaluate project results.
Therefore, GIZ Hanoi Office is conducting a public tender to seek qualified Local Consulting Firm(s) (here after called as LCF) to carry related tasks as below:
Interested Local Consulting Firm(s) should send an expression of interest containing:
1. Letter of interest (with director’s signature and company stamp)
2. Company profile (incl. business license, tax code registration, organisational chart, list of services, reference letters or equivalent documents of clients to prove its relevant experience and technical capacity to this assignment requirement).
3. Financial key data: Copy of audited financial report of the last 3 years (incl. balance sheet, income statement, cashflow statement, tax liquidation)
4. Consortium (if at least 2 firms join the assignment): Consortium contract and nomination of consortium leader
Rejection criteria: All experts who will participate in this assignment are required to work under labour contracts with the consulting company (LCF is requested to provide notarized labor contracts and relevant documents of the experts to prove this). LCF is an institution, or a consortium of which members are working in the area required in this assignment in Vietnam for at least 10 years.
